Neither has to be on alone.

Exposed bulbs are part of the look here, so the choice of bulb matters more than usual. A warm filament-style lamp suits the fitting and keeps the light comfortable at eye level; a bright cool bulb will feel harsh in the same position. Velleora Home Decor left both sockets open rather than hiding them behind diffusers so the character stays visible.
